Abstract - This batched proposal is to Accept/Open an HRMP channel with Mangata X and Register Asset xcMGX but via the “Whitelist” track in an effort to have it enacted in an accelerated timeframe.

A proposal for an Moonriver <> Mangata X channel has passed governance twice at this point via the General Admin track (see Referenda 16 and 4). However, each time, a technical issue occurred during the enactment.
The root cause of the failure has been investigated and identified so this situation can be avoided in the future. A tool has also been developed that will allow for the testing of proposals with OpenGov in advance so they will know if it will dispatch correctly.
With some small changes to the structure of the proposal, the verification tool has shown that this next iteration should execute successfully.
Since the Mangata proposal has now passed governance twice, it’s proposed that the motion be resubmitted via the whitelist track in order to reduce the amount of time needed to pass and get enacted (provided there is sufficient voting support).

Thanks for posting this proposal @aaron.mbf. I agree that it’s now time for this to get moving and that it is sensible for it to be whitelisted due to issues outside of the control of Mangata.
